Funds for the fiscal year (FY) 2022 SMART Grants Program are to be awarded on a competitive basis to conduct demonstration projects focused on advanced smart city or community technologies and systems to improve transportation efficiency and safety.

The Campus Cyberinfrastructure (CC) program invests in coordinated campus-level networking and cyberinfrastructure improvements, innovation, integration, and engineering for science applications and distributed research projects.

Build Back Better is a two-phase competition to (1) help regions develop transformational economic development strategies and (2) fund the implementation of those strategies that will create and grow regional growth clusters.

This ARPA Good Jobs Challenge NOFO is designed to help get Americans back to work by developing and strengthening regional systems to develop and execute sectoral partnerships that will lead to well-paying jobs. This program helps schools and libraries to obtain affordable broadband under telecommunication services and internet access to a school or library, and services that deliver Internet access within schools and libraries (internal connections, basic maintenance of internal connections, and managed internal broadband services).

This program is designed to support projects that address critical needs of the library and archives fields and have the potential to advance practice in these professions to strengthen library and archival services for the American public. Projects are expected to generate results such as new models, new tools, research findings, services, practices, and/or alliances that can be widely used, adapted, scaled, or replicated to extend and leverage the benefits of federal investment.

The Laura Bush 21st Century Librarian Program (LB21) supports developing a diverse workforce of librarians to better meet the changing learning and information needs of the American public by: enhancing the training and professional development of library and archives professionals, developing faculty and library leaders, and recruiting and educating the next generation of library and archives professionals.

Grants made under this program will help hundreds of communities across the nation plan, build, innovate, and put people back to work through construction or non-construction projects designed to meet local needs.

This program reaches out to innovation communities across the nation and around the world to harness the commercial R&D ecosystem for technologies with government applications and to co-invest in and accelerate technology transition-to-market.

The objectives of the DoD SBIR Program include stimulating technological innovation, strengthening the role of small business in meeting DoD research and development needs, fostering and encouraging participation by minority and disadvantaged persons in technological innovation, and increasing the commercial application of DoD-supported research or research and development results.

SCALEUP provides a vital mechanism for the support of innovative energy R&D that complements ARPA-E’s primary R&D focus on early-stage transformational energy technologies that still require proof-of-concept.

The Civic Innovation Challenge (CIVIC) is a research and action competition that accelerates the transition to practice of foundational research and emerging technologies into communities through civic-engaged research. CIVIC project teams must include civic partners and stakeholders working together with researchers to develop, pilot, and evaluate the proposed project.

The goal of Future Manufacturing is to support fundamental research and education of a future workforce to overcome scientific, technological, educational, economic, and social barriers in order to catalyze new manufacturing capabilities that do not exist today. Future Manufacturing imagines manufacturing decades into the future. It supports research and education that will enhance U.S. leadership in manufacturing by providing new capabilities for established companies and entrepreneurs, by improving our health, quality of life, and national security, by expanding job opportunities to a diverse STEM workforce, and by reducing the impact of manufacturing on the environment.

The Rural Health Care (RHC) Program supports health care facilities in bringing world class medical care to rural areas through increased connectivity. It supports reduced rates for broadband and telecom services.

The Telecommunications (Telecom) Program provides funding to eligible healthcare providers for eligible expenses related to telecommunications services necessary for the provision of healthcare.

The Digital Projects for the Public program supports projects that interpret and analyze humanities content in primarily digital platforms and formats, such as websites, mobile applications and tours, interactive touch screens and kiosks, games, and virtual environments.

EDA awards grants through the Build to Scale Program for activities designed to develop and support regional innovation initiatives. The Build to Scale Program invites organizations that are aiding companies in developing the next generation of technologies to apply for funding. These organizations may be operating initiatives to unlock investment capital across a region or sector, operating programs to accelerate company growth, empowering the next generation of entrepreneurs, and/or enabling technology commercialization.

The Build to Scale Program builds regional economies through scalable startups through the Venture Challenge and Capital Challenge.

The program supports innovative, experimental, and/or computationally challenging digital projects, leading to work that can scale to enhance scholarly research, teaching, and public programming in the humanities. The program also supports research that examines the history, criticism, ethics, and philosophy of digital culture or technology and its impact on society.

The FAST Partnership Program provides one-year of funding to organizations that team up with others in their state to help build the innovation ecosystem that is key to helping grow the tech economy in that state.

This Program will award grants to the 50 states, the District of Columbia, and Puerto Rico (the States) for the purpose of developing State Digital Equity Plans. Through these Plans, each State will, among other things, identify barriers to digital equity in the State and strategies for overcoming those barriers. In addition, Indian Tribes, Alaska Native entities, and Native Hawaiian organizations may also seek grants, cooperative agreements, or contracts to develop their own digital equity plans and, in the case of Tribal entities, to provide input into the digital equity plans of the States in which they are located.

The State Digital Equity Planning Grant Program is part of the larger State Digital Equity Capacity Grant Program, the purpose of which is to promote the achievement of digital equity, support digital inclusion activities, and build capacity for efforts by States relating to the adoption of broadband by residents of those States.

State Digital Equity Planning Grant Program participants that are also eligible grantees under the separate Broadband Equity, Access, and Deployment (BEAD) Program should plan holistically for these interrelated programs and should ensure close coordination between the personnel and offices preparing to implement them.

The BEAD Program provides new federal funding for NTIA to grant eligible entities for broadband planning, deployment, mapping, equity, and adoption activities. Funding is distributed primarily based on the relative number of “unserved” locations (i.e., broadband-serviceable locations that lack access to Reliable Broadband Service at speeds of at least 25 Mbps downstream and 3 Mbps upstream and latency levels low enough to support real-time, interactive applications) in each State and Territory.

The Middle Mile Broadband Infrastructure Grant (MMG) Program provides funding for the construction, improvement, or acquisition of middle mile infrastructure. The purpose of the grant program is to expand and extend middle mile infrastructure to reduce the cost of connecting areas that are unserved or underserved to the internet backbone.

The Discovery Research PreK-12 program (DRK-12) seeks to significantly enhance the learning and teaching of science, technology, engineering, mathematics and computer science (STEM) by preK-12 students and teachers, through research and development of STEM education innovations and approaches.

The purpose of this interagency program solicitation is to support the development of transformative high-risk, high-reward advances in computer and information science, engineering, mathematics, statistics, behavioral and/or cognitive research to address pressing questions in the biomedical and public health communities.

The CPS program aims to develop the core research needed to engineer these complex CPS, some of which may also require dependable, high-confidence, or provable behaviors. Core research areas of the program include control, data analytics, and machine learning including real-time learning for control, autonomy, design, Internet of Things (IoT), mixed initiatives including human-in- or human-on-the-loop, networking, privacy, real-time systems, safety, security, and verification.

The EIR program is designed to generate and validate solutions to persistent educational challenges and to support the expansion of those solutions to serve larger numbers of students.

The purpose of this program is strengthen the capacity of Institutions of Higher Education in Insular Areas to carry out resident instruction, curriculum, and teaching programs in the food and agricultural sciences through distance education technology.

The purpose of this solicitation is to broaden participation in innovation ecosystems that advance emerging technologies (e.g., advanced manufacturing, advanced wireless, artificial intelligence, biotechnology, quantum information science, semiconductors and microelectronics) by supporting capacity-building efforts at institutions of higher education (IHEs) interested in growing external partnerships.

RAISE grants are for capital investments in surface transportation infrastructure and are to be awarded on a competitive basis for projects that will have a significant local or regional impact.

ExLENT funds career exploration and experiential learning activities such as internships, co-operative programs, service-based learning, and research opportunities that help individuals who historically have not had equal access to STEM careers, create nontraditional educational pathways into emerging technology fields and serve a broad range of learners including secondary school youth, military, veterans, and adults at any stage of career development

The purpose of this program is to establish and operate Agriculture Innovation Centers (Centers) that provide technical and business development assistance to Agricultural Producers seeking to engage in developing and marketing of Value-Added Agricultural Products.

The Rural Economic Development Loan and Grant program provides funding for rural projects through local utility organizations to promote rural economic development and job creation projects.

The program provides guaranteed loan financing and grant funding to agricultural producers and rural small businesses for renewable energy systems or to make energy efficiency improvements. Agricultural producers may also apply for new energy efficient equipment and new system loans for agricultural production and processing.

This program provides financial assistance to eligible organizations to build collaborative partnerships with other stakeholders (e.g., local businesses and industry, local government, medical service providers, academia, etc.) to develop solutions to environmental or public health issue(s) at the community level.

This program provides grants for rural projects that finance and facilitate development of small and emerging rural businesses, help fund distance learning networks, and help fund employment related adult education programs. To assist with business development, RBDGs may fund a broad array of activities.

The Rural Innovation Stronger Economy (RISE) Grant Program offers grant assistance to create and augment high-wage jobs, accelerate the formation of new businesses, support industry clusters and maximize the use of local productive assets in eligible low-income rural areas.

The Charging and Fueling Infrastructure Discretionary Grant Program (CFI Program) is a new competitive grant program created by President Biden's Bipartisan Infrastructure Law to strategically deploy publicly accessible electric vehicle charging and alternative fueling infrastructure in the places people live and work, urban and rural areas alike, in addition to along designated Alternative Fuel Corridors (AFCs). CFI Program investments will make modern and sustainable infrastructure accessible to all drivers of electric, hydrogen, propane, and natural gas vehicles.

The Science and Technology Directorate's (S&T) Long-Range Broad Agency Announcement (LRBAA) is a standing, open invitation to the scientific and technical communities to fund pioneering research and development (R&D) projects in support of our nation’s security. Its purpose is to advance our scientific and technical knowledge and to apply such advances to the department’s operational environments.

This program encourages GCTC participants to adopt designed-in cybersecurity for "smart city" systems that are more secure, reliable, resilient, and protective of privacy.

This program develops, tests and evaluates technical and knowledge solutions for the management of privacy threats and vulnerabilities that arise from socio- and technical policies and operations.

This program provides loans and grants to Microenterprise Development Organizations (MDOs) to help microenterprises startup and growth through a Rural Microloan Revolving Fund and training and technical assistance to microloan borrowers and micro entrepreneurs.

The S&CC program encourages researchers to work with community stakeholders to identify and define challenges they are facing, enabling those challenges to motivate use-inspired research questions. For this solicitation, community stakeholders may include some or all the following: residents, neighborhood or community groups, nonprofit or philanthropic organizations, businesses, as well as municipal organizations such as libraries, museums, educational institutions, public works departments, and health and social services agencies.

This program provides financing for the construction, maintenance, improvement and expansion of telephone service and broadband in rural areas.

The CIS program encourages potentially disruptive ideas that will open new frontiers and significantly broaden and transform relevant research communities. The program particularly welcomes research that addresses novel system and service design, system integration, big data analytics, and socio-technological-infrastructure connections.

The BIGDATA program seeks novel approaches in computer science, statistics, computational science, and mathematics leading towards the further development of the interdisciplinary field of data science. The program also seeks innovative applications in domain science, including social and behavioral sciences, education, physical sciences, and engineering, where data science and the availability of big data are creating new opportunities for research and insights not previously possible.

ConnectHomeUSA creates a platform for community leaders, local governments, nonprofit organizations, and private industry to join and produce locally tailored solutions for narrowing the digital divide for HUD-assisted residents living in ConnectHomeUSA-designated communities across the country.

The AID Demonstration program provides funding as an incentive for eligible entities to accelerate the implementation and adoption of innovation in highway transportation.

Grants and cooperative agreements made under these programs are designed to leverage existing regional assets and support the implementation of economic development strategies that advance new ideas and creative approaches to advance economic prosperity in distressed communities. EDA provides strategic investments on a competitive- merit-basis to support economic development, foster job creation, and attract private investment in economically distressed areas of the United States.

The Energy, Power, Control, and Networks (EPCN) Program supports innovative research in modeling, optimization, learning, adaptation, and control of networked multi-agent systems, higher-level decision making, and dynamic resource allocation, as well as risk management in the presence of uncertainty, sub-system failures, and stochastic disturbances.
