The Installation Management Enterprise does not currently have a standard Garrison Common Operating Picture (COP) across installations, preventing rapid and accurate decision-making and operations among garrison commands and directorates. To help the Army fill that gap, US Ignite is managing an ‘Installation Operations Tool’ (IOT) project to develop the requirements and provide a live demonstration of a potential solution at Fort Moore, GA (formerly known as Fort Benning).

Through this Request for Proposals (RFP), US Ignite is seeking the design, deployment, and live demonstration at Fort Moore of an IOT that meets the requirements stated in the RFP document below, along with additional activities contingent on the success of the first phase.

This project is in support of the US Army Corps of Engineers, Engineer Research and Development Center (USACE-ERDC) and the Assistant Secretary of the Army for Installations, Energy and Environment (ASA IE&E). This project is intended to inform the requirements, and may become a potential solution for part of the Virtual Toolbox for Installation Mission Effectiveness (VTIME), a proposed Army business system with requirements being informed by and active prototyping executed by USACE-ERDC.

Background

This Installation Operations Tool Implementation project is a major subcomponent of the broader IOT Project being managed by US Ignite on behalf of USACE-ERDC. In turn, the IOT project is one effort within the ‘Smart Installation and Community Dashboard’ (SICD) program. Background on each of these efforts, and how they inform the IOT Implementation Project described within this RFP, is provided below. Figure 1 below outlines the relationship between the Implementation Project described in this RFP, and the broader project and program.

Installation Operations Tool Project Overview

Below is an abbreviated version of the Statement of Need (SoN) articulated in US Ignite’s contract with USACE-ERDC, a large part of which is anticipated to be fulfilled through the IOT Implementation sub-project.

“The objective of the Installation Operations Tool project is the implementation and study of a standardized data integration and system-of-systems dashboard platform at Fort Moore using an open architecture, cybersecure government or commercially available technology to support installation operations and enable addition of sensors and systems in an agile, adaptive approach. Sub-objectives of this task include preliminary network and hardware configurations to support near-real-time data flows from various sensors or systems at the installation to the dashboard platform, configuring bi-directional data flows with the Virtual Toolbox for Installation Mission Effectiveness (if feasible), and creation of integrated analytics and visualizations for live and stored data on the platform. The result will be an initial implementation of an extensible, flexible system-of-systems for integrated data from existing and emerging installation systems, to include non-garrison installation assets.

While RMF considerations and readiness to work with existing systems in installation networks are paramount, this limited installation operations tool may be delivered to a non-DoDIN network accessible to installation stakeholders and leverage accessible data, sensors and systems most ready for integration.”
