Description:

First responders have limited or no data available when they first arrive on the scene of an incident. When saving lives, every second matters. They spend valuable time getting up to speed, and frequently send unneeded or inappropriate resources. This project will increase the situational awareness and intelligence per incident by sharing data with all first responders such as real-time vital signs of victims, current resources deployed, estimated times of arrivals, and changes in severity of the incident. These tangible benefits ensure cost reduction and more efficient use of personnel and equipment.

Major Requirements:

1. Identify, establish, and coordinate Teams of Public Safety representatives from local agencies (Police, Fire, EMS).
2. Through “Voice of the Customer” Interviews validate the concept of this effort.
3. Validate the intended use-case + MRD + SWOT
4. Perform a GAP analysis of Technical and Operations
5. Map technical plan to long-term objectives and identify resources.
6. Organize and run a Summit that is led by the Municipal member of the action cluster.

The successful deployment of FirstNet, a nationwide interoperable public safety broadband network, may greatly improve the success of this project. Regardless of FirstNet, this project will be built with enough flexibility to operate on any network to ensure its sustainability and adaptability.

Key Performance Indicators (KPIs):

1. Establish incident efficiency metrics using existing incident data and efficiency metrics. Goal: Improve efficiency by 10%.
2. Review and quantify key contributions to incident ROI. Goal: Improve incident ROI by 10%.
3. Define baseline – Present operations

Measurement Methods:

1. Resource data (personnel, equipment, etc.…) will be gathered from existing incident reports.
2. Efforts will be made to increase the automation and collection of incident details (both sensor based data and manual data provided by First Responder in incident reports).

Replicability, Scalability, and Sustainability:

1. The project will work with industry leaders to ensure hardware and software design are based on current and potential future standards
2. The project should assume that over time the data being acquired will meet future standards (TBD, possible following the same path as commercial IoT standard, such as the Open Connectivity Foundation (OCF)
3. Working closely with IEEE sensor body to incorporate standards from this organization.

Project Impact:

This technology will save lives and prevent additional harm with exponentially better data for first responders and public safety agencies.
2. By improving communication, local and state governments will reduce financial allocations per incident by deploying the correct resources.
3. Agencies will be free to deploy their already constrained resources in other parts of their municipality as needed.
